Yes, it's reasonable to charge 15%. Some even charge more!

No I don't think its' reasonable to charge 15% waste when there's no waste. I'll see if it is legal ...

If there's no waste, then of course, shouldn't have charges. But if you are needing to eg: change your flooring, throwing out your old floor materials then yes, be prepared to have charges.
Some contractor, instead of giving you a clear break down, will give you a lump sum estimate. This can already include the waste disposal charge within. Just ask your contractor for information and reason for the charges. Ask him for options to reduce cost. (a professional contractor will give you details).
My kitchen width is less than the 12 ft width roll. They charged 15% more for waste. This company is not honest. They also charged me $150 extra for disposal without me agreed to it! Where can you find a honest business anymore? I've learn my lesson. I don't trust anyone now.
Anyway, thank you zuesel for your valuable advises for my home decor and makeover with a small budget. I already moved a few furniture around and I really like it. Am looking forward to the makeover project.
