Just want to seperate the 2 issues.
Richmond is sister city with Wakayam city. Not the whole prefecture where Taiji is.

Taiji (太地町, is a town located in Higashimuro District, Wakayama Prefecture, Japan.
Wakayama (和歌山市, Wakayama-shi?) is the capital city of Wakayama Prefecture


.... after watching The Cove, I stop going to any aquarium that has dolphin...

FYI, I don't see the word Wakayama City in Richmond's webpage or
I just miss it as the word "City" ...

This is how confused Japanese name can get. Wakayama of Wakayama imply one is a city and another one is the prefecture.

Similar to Chiba, Chiba means Chiba City in Chiba Prefecture.

A city can only be sister city with another city not with a prefecture (similar to province but smaller)
