Go there early. Two years ago, I went there early but by the time we left, the exit was packed with cars..
One day should be enough. I would suggest leave early to avoid traffic. For sure if you go there near noon, the whole i-5 near that area will be packed. It would be hard to even get off highway.
We went there late April two years ago. For me, I think I still prefer go to Seattle. For about the same amount of driving time, I can also go to outlet for shopping and oyster on the way back. When I go to that BC tulip field, nothing else to do on the way...

The Skagit one is pretty big. Some pictures we took last year:
This windmill is actually VERY small for pictures only. It's in the garden area where they plant many different kinds of tulips in small sections. Good for pictures.
We drove to La Conner (a town near by) to have late lunch at a brewery. good beer and nice wood oven pizzas. A bit of a wait for the table. http://www.insidelaconner.com/LaBrew.html
