【張麗娜、陳郁仁、何哲欣╱台北報導】台中婦人李春花昨向《蘋果》泣訴，她本月10日單獨赴加拿大旅遊探親，在溫哥華機場遭海關三度翻行李、兩度搜身，甚至被逼問：「來10多天為何帶10幾件內衣？」「你丈夫一個月才賺10幾萬元，你居然花5萬多元買機票出來玩？」海關最後恐嚇她：「若不簽（離境同意書），就拘留1、2天。」她歷經5小時多折磨後，在半逼迫下簽署自願遣返同意書，遣返回台。

對此，外交部長楊進添昨晚說：「加拿大海關這麼不尊重我們國人，如果真有其事，我們一定要向加國政府抗議。」
東吳政治系學生詹子儀說，海關當然有裁量權，但只因日常用品、內衣褲帶太多就遭質疑，「加拿大海關實在太過分了！」淡江大學美國研究所教授陳一新說，加國政府質疑簽證過期，若證實沒這回事，「政府應協助控告加國政府，或是要求道歉！」
「我們國家不起眼嗎」

李春花（50歲）昨說，被遣返時，加國海關告訴長榮航空人員指她「加簽過期」遭遞解出境，但她本月9日才拿到加簽，怎可能過期？她泣訴：「我沒帶任何違禁品，既非妓女也非走私販毒，為什麼要這樣對我？難道只因為我們不起眼的國家嗎？」
李春花說，這是第一次赴加國自助旅行，本月10日搭長榮晚上11時25分班機，因住表姊溫哥華家中，也幫表姊帶兩大箱共46公斤行李，在當地時間晚上6時 10分抵達。通過海關入境與護照都沒問題，但出關時將入境表格遞給機場人員，海關卻要她往關卡作行李檢查，還問她為何只買單程機票。由於她不諳英語，因此要求翻譯。
李春花向海關表示來溫哥華旅遊度假15天，住表姊家，並出示來回機票。但海關不斷盤問，也打開她兩個行李箱檢視，將行李翻得亂七八糟，包含內衣、鍋子、食物，鞋子及衣服等。

李春花給海關表姊電話及住址，並指表姊在出境大廳等候，但海關打電話後卻告知沒人接聽。她拿筆記本要對照電話是否有誤，對方搶走筆記本，並要她不准碰任何東西，手機也沒收。她再給海關台灣姊夫及丈夫的手機號碼，海關事後指電話都是虛構，最後翻譯人員與她先生通上電話後拿一張表格給她，給她兩選擇，一是簽同意書馬上搭機回台，二是不填就要拘留她，「這樣的情況下，我能不簽嗎？」
之後李春花被女海關搜身，不准碰任何東西，連上廁所拿衛生棉也不行，翻譯解釋後才讓她拿1片。經過3小時，海關押著她登機返台。她說，由於加拿大簽證遭到註銷，也擔心變成不良紀錄，未來出國也會遭到關切，希望外交部能給她一個解釋。
李春花女兒謝小姐昨在網路上貼文痛批，並指媽媽被加國海關盤問：「為什麼單獨前來加拿大？」媽媽連在機場外的表姊都沒有見到面，只能簽名返國。《蘋果》致電謝小姐，她說：「媽媽說不會再去加拿大了。」
加拿大駐台北貿易辦事處公關經理嚴文君昨說，不清楚此案細節，無法評論。熟悉加國領事業務人士研判，加國擔心旅客帶奢侈品到加轉賣，對某些行李的檢查較嚴謹，可能造成誤會。
外交部在本月14日收到李春花女兒的投訴信函後，昨與她聯繫，要求傳真加拿大海關所發的官方遣返文件，並發電報給我駐加辦事處，要求了解情形。

加拿大移民局發給李春花要她立刻離境的文件上指，是依據加拿大《移民及難民保護法》第42條規定；該規定是指入境申請者有家人被加拿大列為不得入境，無論此次是否隨行，申請者都不得入境。對此，李說，她是全家人中第一個到加拿大的。
我駐加代表處服務組組長邱育汕表示，加國移民官權力很大，會依問答過程判斷，決定是否讓旅客入境，國人如碰到類似情況，應要求致電辦事處求助。
加拿大海關過去對旅客也有不良紀錄，2007年10月，一名波蘭男子在溫哥華機場因加國警方執法過當，慘遭電擊而死。

tibet "joined" china, are you kidding me.  tibet is forced to be part of china.  when did you heard the native will like to be independent.  have you mix up native & quebec.  when compared to general population, native in china is also have more poverty and lower level of education, can you explain why.
they can fish as much as they want as long as it is not for commercial purpose.  they don't force to learn english, but just the public schools are in english and french.  you are forced to learn mandarin in china, too.  in the last 10 years, how many native died due to fright for independent in canada.  how many tibetans had died?

Are you kidding youself here? There were representatives of every ethnic group at the Beijing Olympics opening ceremonies.
You should learn some history. Tibet joined China hundreds of years before Canada ever existed. The Europeans invaded the native Indians land, but they claimed to be democratic. If these Europeans are democratic, then they should allow these native Indians to become independent countries. All of the US, Canada and Australia should become independent native states.
It is the discrimination against the native Indians that caused the natives to have lower level of education and higher poverty level compared with general Canadian population.
They set quota on how much the natives can fish, but it is their tradition to fish as they wish.
Today, the native Indians are still forced to learn English at schools.
These Europeans criticise China, but are these Europeans ready to leave North America, Australia, New Zealand etc?

i haven't see native fright badly to form their own country, but i do know people from 西藏 want to have their own country wor.  ya..let's all the 自治區 form their own countries.  
native are forced to learn english century ago, but people from 自治區 are still forced to learn mandarin.  
i would considerate this is acculturation not assimilation.  i saw the chief of each nations in bc joined winter olympic as vip, but i didn't see 達賴 as 08 olympic wor.
natives average income is lower than average because so many of their income do not need to reported.  chinese has higher education level, but so?

Peter only criticizes other countries but he will never never criticize China.  Whoever criticize China will be in his eye a Chinese-hater.  Whoever loves china should blindly support China in every way.  Even whatever Peter said is about Canada is also true for China when you think about it but he will never admit it.

Of course, according to our Great Peter, Great China has the most welcoming policies towards the Mainland's 55 ethnic groups la (not counting Hans)~ Treatment of Tibetans and Uighurs are especially accomodating tim ar mah~

The natives are not allowed to hunt for animals and fish as they wish. The natives are being forced to learn English and they are now being assimilated into western culture.
