VANCOUVER — The Labour Relations Board has issued an interim order deeming some summer school classes an essential service, as teachers on strike vow to picket through the summer if a deal can’t be reached.
Grade 10, 11, and 12 remedial courses have been deemed essential, according to the order, but classes are restricted to students who failed the course and cannot take it during the following school year.
The order, issued by the LRB on Friday and posted online by the Langley Teachers’ Association, says management must use principals, vice-principals and other staff with a teaching certificate to teach these courses.
The B.C. Teachers’ Federation, which initiated full-scaled strike action on June 27, has vowed to picket summer schools if a new contract couldn’t be reached with the BC Public School Employers’ Association.
By Wednesday, school districts must provide their local BCTF representative with a list of students who need summer school because they failed a course and an assessment of how many teachers are needed. The two parties then must meet on Thursday to make the arrangements necessary for summer school, according to the order.
It also says government must remove any lockout provisions for teachers assigned to teach summer school classes, and any union members picketing outside must allow these teachers access to the school.
Meantime, the Vancouver school board has delayed the start of summer school to July in hopes that will give the teachers’ union and B.C. government more time to work out a deal.
Education Minister Peter Fassbender said earlier this week that the two sides are still “miles apart” and that “mediation will only work if you have the parties closer to a settlement.
About 50,000 students take summer school each year in B.C., including about 27,500 in the two largest districts of Surrey and Vancouver. In Vancouver, there are more than 17,000 registrations for summer classes but very few are enrolled in remedial classes.
In Surrey, there are 1,300 remedial students, 125 international students and 9,075 other students registered for summer school this year. |
