Each strata  corporation has its own set of bylaws. The management is only to enforce bylaws that were created by your strata coporation. When you reason with them, make sure you know what the bylaw is. At least you can ask them in detail of the bylaw. What 統一窗簾 means.

Strata is a community. At the point you brought or live in one, you have entered a community and you will lost certain kind of freedom. The intend  of  strata bylaws are to make the community livable and preserve the property (and therfore owner's property  value). Work with them or you propose to amend the bylaws in the strata council.

Yeah, my friend mentioned that as well. She can only use white colour curtain in her apartment...
But I guess if you really want, just have pain white curtain outside...and other colour inside if you want...

yes. they can set by-law to re-enforce that. It doesn't have to be exactly the same but usually your curtains/blinds can be of odd color/design.
