誤闖香港水域的座頭鯨仍未離去，但大批市民為觀鯨，包船甚或划獨木舟希望近距離接觸鯨魚。專家指，座頭鯨昨日游出水面時間明顯減少，擔心船舶靠近使牠受驚，令牠更迷失，最終可能滯留太久而餓死...

because we rarely see this mammal from the ocean, tha'ts why so many people go to see this rara event.....

What is human right? There is also no right to abuse human right to kill a whale. Government has absolute power to prohibit citizens to do certain things, the order has been set up already (penalty and sentence to jail), just need to put it in action.

but it's hard to catch people going out to see the whale
if government don't let people going out to the sea, they would say government is abusing human right
if government try to find out who is going out to see the whale, people could just lie they are going for fishing or going somewhere else

warming is not enough
people still break the law and take a look on the whales

but there are way too many people to die before human would extinct
so we can "afford" having people die before the government to do some enforcement
and humpback whale is already an endanger specie......

actually the government has already warned people that those who violate the law to see the whale, could be put into jail for a year + $100K
