Easiest to pick a car up from the airport through the major car rental companies (Hertz, Avis, Budget, etc.). You pay a bit more to avoid the hassle, but it's fairly easy la. Reservations can usually be made through their websites.
CAA discounts apply for Hertz, and as Yuusaku was saying, most Gold and Platinum credit card already have car rental insurance available. If you are a ICBC Roadstar, you can also purchase the Roadstar insurance policy (I think it's only $15 a year). One of the extras it covers is car rental insurance, and that'll make it significantly cheaper than trying to pick up rental car insurance either from the car rental company or from a 3rd party.
