校本驗毒:校董妄言毋須計較學生私隱

【本報訊】教育局強行推出校園「自願」驗毒計劃,局方昨約晤大埔區全部中學商討,成功取得學校表態支持。私隱專員表明關注驗毒計劃衍生的學生私隱問題,但有中學校董揚言計劃為學生好,毋須計較他們的私隱權。大埔中學校長會昨舉行家長講座,有家長擔心驗毒結果出現「假陽性」,令無辜學生飽受不必要壓力。

教育局常任秘書長黃鴻超和禁毒專員黃碧兒等,昨與大埔 23所中學的代表討論驗毒計劃。黃鴻超會後表示,基本上各校均表態支持計劃,當中包括屬天主教的恩主教書院。

代表恩主教列席的天主教教區教育事務處代表儲富有表示,有待本月底政府推出具體細節後,才決定是否參加,「我哋支持抗毒大方向,不過未有決定,就算學校校長同意,都要校董會投票通過。」

家長憂慮驗毒假陽性孔教學院何郭佩珍中學校董李碧華鼓吹強制驗毒,「畀學生自願參加會有掣肘,好難搞,中學同家長應該硬啲。」她指驗毒計劃對學生好,「學生受緊中學教育嘅時候,唔需要計較佢哋嘅私隱。」佛教慧遠中學校長宋濂平也說:「有學生濫藥事件已經知道好耐,都要搵個辦法施行嘅。如果呢樣驚嗰樣驚,我哋變咗邊樣都做唔到。」

約120名家長昨晚出席家長講座,反應熱烈。兒子升中二的家長黎太贊成驗毒計劃,認為有阻嚇性,但她擔心驗毒出錯,出現假陽性,寃枉沒有吸毒的學生,「佢哋會有心理壓力,唔開心。」中五生家長韓太雖然贊成驗毒,但指政府部門過去曾洩露市民私隱,憂慮驗毒計劃會發生同樣事情。

照呢位李校董咁講,學生受緊中學教育嘅時候就唔需要計較佢哋嘅私隱。如此 extrapolate 落去,咁又可唔可以話學生受緊社會福利/服務嘅時候就唔需要計較佢哋嘅私隱,而又繼而擴展至所有享用緊社會福利同服務嘅人都唔需要計較佢哋嘅私隱呢?就算係講返轉頭,中學生唔通唔係人,唔通係無私隱嘅咩?

唔知私隱為何物嘅人,唔該自己裝返個 24小時隨身攝錄機,全日無休止咁不停廣播自己所做、所講嘅一切,睇下佢係用腦定係用屎忽諗野,又睇下佢自己有無收西環呢個最大黑社會嘅錢。

What's the method for testing of drug use?

Police and Customs at the border can do body search if they suspect something is wrong.  I'm not saying body search at school is OK or is needed, but some level of search/detection might be needed in order to succeed.  I think it depends how far you want to go.

privacy and law enforcement is always a difficult balancing act. However saying things like 「學生受緊中學教育嘅時候,唔需要計較佢哋嘅私隱。」obviously show that certain someone is speaking out of her a$$

驗毒計劃對學生好 but have to get written consent from parents & students before that, and they should have the right to refuse it... of course at the same time school also has the right to kick that student out of the school.

the key is still the implementation methodology.  To test the urine for everyone in the school is insane.  But, if they narrow it down to a few suspects with enough supporting evidence, then it's acceptable to force an urine test, IMO (how is it different from drinking/driving test?).  Keeping the DNA record is an entirely different topic.

The implementation methodology is certainly extremely important, and the proposals given by the government so far has been nothing short of ridiculous. Additionally, details of the aftermath of either a refusal to testing and to a positive test has been sorely lacking. Social workers will be assigned to follow up with a student refusing to test. Oh ya? But where is the social worker and required resources coming from? Where is the funding for this? And what do you do with the student that has been tested positive? Allow him to continue going to class? Kick him out? And if you kick him out, where do you place this student? And how many positive tests does the government expect? For the different expect numbers (best case, expected case, worse case, etc.), what does the government and the education system intend to do with these kids?

A simple Jing Sung highschool, with a mere student population of 120-ish was already wrecking havoc throughout Hong Kong. If the drug test turns up 1000+ students (which is probably a fairly conservative estimate, given HK's total student base), what does the government intend to do???

The entire plan is not even half-baked, and yet Bowtie and Wong Yum Lung already want to implement it and put it to practice. How can anyone support such a hastily hatched plan?
