Agreed that not all things are cheap in Portland nowadays but they are still decently priced if you looked for shirts/hoodies/jackets..
Woodburn outlet will give you a lot of discount vouchers at the door
Clarkamas has a good mix of store people normally go
Lloyd centre and Pioneer centre tend to have higher end stuff to sell...
Yes Frys electronics - good to check out but take your risk in case you need to use the warranty for ANY reason...
I got some nice snowboard stuff at Gorge Performance...... they don't have as many selection as Evo's in Seattle (and both store priced ~ the same even when seattle's tax kicks in) but highly recommended if you want to hunt for something.

For restaurants/ food gotta try some Voodoo donuts ......nice selection and interesting flavors.
Mom's bistro in downtown is a fabulous place for brunch, but there is a BIG line up all the time
Castagna restaurant is the one that you can try some molecular gastronomy dishes.....$$$ though |
