This is exactly the reason why the Chinese ads sucks! The business owners always paying the least amount of money possible just enough to get some promotion out. Quality of work? Most of them only THINK or BELIEVE they know how to judge quality and effectiveness of a good ad.
Junior price for junior quality. There may be talented juniors once in a while to produce good stuff at $11/hr, but how often do you get that? Bottom line is, quality is just a bonus for them. Your brand is what you're willing to pay to build for. That's the difference between small-timer business VS business that grows into an empire.
$11/hr for a graphic designer = Your Company's Image only worth $11/hr
that's $1 more than a part time job (Look at other threads), that's what you're telling consumers about your business, you're only slightly better than amateurs.
