depends on what kind of setup you want your car to look like and how low you want to go. I preferred wheel setup like this

I guess he means, you don't even understand what is offset.  

I think he was talking about  the wheels flush with the fender look better...

lower offset, the wheel stick out more... and offset is related to the width of the wheel.
