They are both search engine and provide information for search results on the Internet including links to illegal site music download. Whether it is the responsibility of the search engine to check, verify and take actions (to what degree?) on these “illegal” sites (music and other type of information and materials) involves complicated legal issues, domestically and internationally. You have to do you own research to understand more about this.   

What you are talking about is the censorship and the degree of implementation. What I can tell you is that different types and the degrees of censorship are required and implemented differently in each region or country around the world. It is same to Baidu and as well Google.
