I mean when people said the "summer night market" in 2008 and 2009 were worse than the "richmond night market" in 2007 and before, most vendors are same in both night markets.

I don't know about the result of the public hearing as the discussion was schedule for Monday April 19.... Since the application had been canceled by Starlight. the hearing isn't needed any more.
"I can confirm that we've received notice from Starlight Casino that they are withdrawing their application for a temporary use permit," said Bev Grieve of the city planning department on Friday (April 16).

So looks like Starlight withdrawn the application before the city made any decision.
From the paper, It sound like Raymond pulled out, not starlight Casino.

Grieve was surprised to hear that Cheung said he was unaware the permit has been withdrawn as "he is the person who has advised the city that he is withdrawing."
"He may or may not have another location but in terms of the Starlight Casino, I can confirm we've received an email from Starlight Casino that the vendor has withdrawn," said Grieve.

o... so the update on April 19 news makes me wonder if Target has other plans... but it's all speculation now...
There is speculation among vendors that Target Events Productions, business partners with the casino to operate a temporary night market that was expected to attract around 10,000 visitors a week, is instead attempting to reopen at the Landsdowne Mall in neighbouring Richmond, the site of previous night market that closed in 2007.
I doubt it because there is just not sufficient space at Landsdowne parking lot,
and they will need another 2000+ parking stalls just for the night market.
The traffic is going to be chaos.
