As I pointed out, the examples that you gave are all unrelated and invalid.
Like the Three Gorges Dam, 千岛湖, 廣東省, Katrina etc.
Three Gorges Dam, and 千岛湖 have solved the flooding problem, especially along Yangtze river, and are generating large amounts of clean hydro power.
