If there're enough local workers that are as skillful, cheap and obedient, I don't think they need to export workers from China... What they do will be exporting management staffs to those countries instead...

That's what normal people would expect, but unfortunately, I can't see how that is the case.
Going back to China, do you know how they discriminate against the ethnic minorities? The Hans are moving en masse into the ethnic minorities' regions, and the investment are coming from the Hans. But in order for the local ethnic groups to find work, they need to speak Mandarin instead of their native language to find work. This happens in Mongolia, in Xinjiang, in Tibet, etc.
Do you not see something wrong with that approach? Effectively, the Hans are using their population size as the overwhelming force to invade into a "foreign" region, displace the original ethnic groups there, and then force them to adopt the Hans language and culture in order to survive. This is why there is so much ethnic tension in Xinjiang for the longest time. This is why ethnic Tibetans feel their culture and religion are being invaded. In ecological terms, this would be known as an invasive behaviour, and the species would be labeled as an invasive species.
Distinct cultures need to be respected and protected to live on. Canada is one of the few countries that does this very well, and I would say that respect for ethnic diversity is one of the core modern Canadian values. Mainland China, on the other hand, has absolutely no respect in this area.
