I think the worse is leaving their garbage outside their doors in the hallway...

there's this suite in my apartment that does this...also they party all night and sometimes get so drunk they scream in mandarin at night...2 young girls live in that apartment. People scream back at them to shut up at 3am and they start swearing in taiwanese...>_<

and they leave their bags of garbage in front of their door in the hallway...and they don't even tie their garbage bags up! Pieces of their garbage fall out into the hallway and they don't pick it up when they throw the garbage out. It's disgusting and makes the hallway smelly. Not to mention they always wear very little and talk on the phone on their patio very loudly so others will look at them...and no, they're not hot at all.

Why don't you join the strata concil and pass tons of by-laws to stop all these bad practise? Fine is the most effective deterant to most people!

further to the above problems, they also
- throw trash from their window/balcony, including cigarette buds
- wash their balcony on days that are not allowed, pouring dirty water through the balcony drain, i.e. falling on other people's head who just pass by
- put garbage on the top of the big garbage bin lid (there are other garbage bins open and they are just lazy to throw them in)
- leave furnitures/electronics beside the garbage bins
- do wood work at other people's parking spot
- charge their car's battery at the parking lot (electricity pay by the strata)
- damage the common properties including the meeting room and the gym facilities
- put their stuff outside their lockers, i.e. on the floor of the storage room

they actually happen very frequently in brand new apartments, not only old ones.  and not only mainland chinese do this.  there are 2 other groups that do behave like this alot.  they are the koreans and the east europeans.  and some hong kongese as well.  sigh.......

The bylaws are already there in most of the buildings, the problem is the quality of these people.
For example, you don't need a bylaws to remind you not to litter in the elevator as you aware that is not right to do so.
If you come from a country where everyone litters everywhere then you will not give a **** to the bylaws in Canada as you believe littering is right.

in our townhouse complex
we all leave our garbage cans at the same place for the garbage trucks to come pick them up.. one of the families used to never use a garbage can. at night skunks and raccoons go through them and enjoy their meals... what's left in the morning is garbage, garbage and garbage everywhere. we've talked to them, we've put signs up.. but they just don't care

my building's caretaker is pretty good at tracking ppl and fining who breaks the by-laws.
And as resident in the building,  you have 100% right to report ppl breaking the by-laws.
We do tow illegally parked cars in visitor parking (I think with 1 warning). And illegal means resident's car parked at visitor spots as well.
Once in a while, we have warnings and advice in the elevators to tell ppl to be considerate. (e.g. garbage handling, cigarette buds, pick up after dog, wait for gate to close...etc)

I would consider my building not bad because we have yet to be able to pass the limited rental by law.
Both the caretaker and the cleaner are very good and responsible.
