of course more braking power in the rear will caused stopping distance increase, but pls read the word "INITIAL", so i am talking about initial braking, as soon as the pressure increased to a certain point it will ALWAYS be the front more than the rear...

axle position sensing lever? maybe yes to some heavy duty truck or SUV, i doubt a civic / corolla would have that...pls let me know where i can find that parts?

nose dive doesn't only happen when you drive fast, if your car has stiff (healthy) suspension and proper brake distribution, even during hard braking nose dive is minimal (well now that depends if you have a high quality car or a manufacturer budget made car)...

of course, driving slower is always the best for yourself, and everyone on the road; but slow ~ assume you are talking about speed limit, but not slower; during emergency braking if the car is not maintained properly, nose dive can actually be bad...
