I really think the chance is very low......

well, if something happened just like the car crash last time
and the government would set another law

but there are way too many people to die before human would extinct
so we can "afford" having people die before the government to do some enforcement
and humpback whale is already an endanger specie......

actually the government has already warned people that those who violate the law to see the whale, could be put into jail for a year + $100K
