Sigh... that's another sad part. Cases are, they're not well educated, and/or they're so poor that there is not enough food already, how can we expect that they'll have money to buy condoms? And more likely, they don't have such concept or even so, they can't conquer the nature calls!
Letting others order doesn't make it less wasteful. All you are doing is pushing the responsibilty onto others.
