We all know ..  roads/bridges etc ...  are not designed for rainy day ..

Oh ..  also ..  not for windy day .. not for snowy day ..

Oh .. make sure don't drive over .. otherwise, will break the road ...

even the non collapsed section look pretty crappy and no side fence too on the valley side..so dangerous

You don't need fence on side slope beyond road shoulder if it's less than 2 horizontal to 1 vertical. On the Norway Trollstigen, they do have barricades on steep slope if you can look closely. Otherwise they won't be passed by the local transportation ministries.
