This route is not even part of the highspeed railway. This section was opened in 2009, so the system should be mature. The tracks are upgraded conventional railway. This incident involved the D series trains. Highspeed railway are the G series trains. Looks like some ATS problems?

Construction and hardware installation is relatively easy to proceed. The most difficult part is the operation and management. It cannot be rushed and experience must take time to be accumulated (no exception with that).  

Just like building a aircraft carrier fleet. The cost of personnel training could be as high as the cost of building the ships. More importantly, it takes times.

Managing two major routes is easy, but operating a sizable network is a different story.

A Japanese that I know is specialized in the research of the optimization of "traffic light control system " of city traffic. The same research can also be applied to the coordination of railway networks. The topic sounds simple but it is, in fact, a very difficult challenge to tackle.
