it's the same at ubc's koerner library
the so-called "silent study" area is never silent
there're always people chatting, phones are always ringing, and half the time people stay at their seats to talk on their phones..
(the very silent study area is actually very silent though =p a little too silent for me.. i feel nervous whenever i need to move anything because i'd make a sound)
(and well this was a few years ago already..=p)
Seriously, go to the staff and ask him/her directly, whether loud speaking/playing is allowed in the library, including himself/herself, ask him/her for his/her supervisor's contact email and phone no.

The thing I notice is that if you go early in the morning, when the door just opens, some people just rush to the newspaper sections and fight for the Chinese News Paper.... Some people even grab two or three papers at once.
Not allowing library users to use cell phone, to eat or drink is against their human rights, according to a court decision in Ontario. Since that court decision, most libaries allow users to do whatever they could not do in the past (e.g. drink coffees, eat burgers and talk anywhere in the library).
Even inside a shop, many of them post a sign say "no food or drink".
So why library can't do that????
Sometimes this "human right" thing is taking too far.
