扣肉 literally mean arrange the food in the bowl, steam to take on the shape of the bowl,
Then  INVERT onto the plate

i thought it mean the layers of the belly (fat, thin, fat, thin...)

Is it supposed to be 粉葛 instead of  沙葛 ?  I like mine with 芋頭
