Also, the resident manager can group with the council to find the contractors, engineer, and etc... to do a presentation to convince some owners to approve the proposal.  Once it's at that stage, all the owners are screwed already.

How can the owners change him?  
The managers has some "profit-sharing" friends in the council and owner groups.
The projects are in terms of $5mils and up.  10% commission is pretty nice to be shared between the friends, the friends won't change the manager.
