no offense XD i think it's a ... personal habbit... cuz i've met and seen hk ppl who are really loud too XD
it's inconsiderate~ depends on where you are i guess..
but i wouldn't think it's 沒水準~ unless their conversation content or wording proves so

我係睇唔順眼個D人，一就入嚟就當正係ASIAN都識講中文。真係激死。你要當係人都識，我咪唯有扮唔識囉。即係，你嘗試過，講唔掂，我可以樂意幫你，同你講中文，但係唔好老馮都講中文／國語。有時我好唔明，有D人，連少少英文都唔識，走嚟叫我幫佢申請開公司做乜鬼？！冇眼睇。
好嘅同胞我有遇過。SFU有個男仔，超好禮貌，係講RR聲嘅國語，唔會大聲講，讀書叻，又C文。有D嚟搵我做野嘅都好NICE。。。 不過大部份就。。。唉。
