其實大陸公安這種"不與匪徒妥協, 由得人質死, 然後可以輕易拘捕犯人"既手法, 可能係公安學校(?)教授處理方法既其中一種, 因為...

數年前, 我有個街坊番佢中山星辰花園間屋渡假, 其間佢目睹隔壁發生一件劫殺案, 以下是街坊口述事件經過...
1. 一匪徒潛入街坊隔壁, 搜掠財物並脅持女戶主, 要求女戶主打開甲萬. 女戶主不知密碼亦無鎖匙, 遂於劫匪面前致電身在香港的丈夫, 要其立即回星辰花園, 故女戶主與匪徒一同等男戶主回來...
2. 街坊從廚房窗口發覺有異, 遂通知保安員, 並與數鄰居與匪徒對峙於廚房. 當時匪徒只手持木棍脅持女戶主.
3. 公安到達現場, 並無任何行動. 男戶主趕至, 要求公安採取行動, 公安拒絕.
4. 匪徒開始緊張, 順手拿起廚房內利刀架在女戶主頸上, 並要求離開. 公安拒絕.
5. 匪徒用刀割開女戶主頸部大動脈放血以催促公安讓其離開 (用刀在頸上打了一個大交叉). 公安不為所動.
6. 公安仍然按兵不動.
7. 女戶主失血過多倒下
8. 人質死去, 公安上前輕易拘捕匪徒.
9. 據說女戶主流血之多, 乾涸後令大部分廚櫃亦一時不能拉開.

處理手法, 幾乎同出一轍, 貫徹中共一貫不與敵人妥協之精神...

[Peter mode]: There must be a reason for Chinese cops to not save the attacked & injured Chinese traffic cop. The situation must be too dangerous, it is not worth for more men to go down. I would have been there & walk up to the attacker & talk some sense into him, to get him to surrender

It's a 2-side sword. It promotes efficiency but it's uncivilized.

well they end up still shooting down him anyways. if the cop shoot earlier before he did more harm to the victim, the victim might have a chance to live.
