甘肅    舟曲縣泥石流災難，官方昨夜公布最新災情，死亡人數上升至337名，另有1148人失蹤，當局向遇難者家屬按遇難人數每人8000元標準發放喪葬撫恤金和慰問金。本報記者昨天輾轉進入舟曲縣城災區，目擊滿地瘡痍，大量樓房被泥石流夷為平地，而不少挖掘出的屍體未獲妥善安置，僅停放路邊，散發陣陣惡臭，蒼蠅亂飛，十分恐怖，隨時爆發疫情。

而為防止內地媒體出現「負面報道」，當局禁止各地都市類報紙派記者到災區採訪，並規定只准用官方通稿。明報記者 劉洪慶 甘肅直擊

經國土資源部專家組初步調查，泥石流發生在舟曲縣北山的三眼峪溝和羅家峪溝，冲出溝口固體物質約180萬平方米，其中三眼村、月圓村、春場村基本被冲毁。單在月圓村，突如其來的泥石流就把這個約有90戶人家的村落片刻夷為平地，全村90％人口在災難中喪生。

至少冲毁3村 月圓村九成人遇難

據記者昨晚在舟曲縣城中心地帶觀察，羅家峪和南門間冲開了100米寬的長口子，大片房屋被淹沒。在受災最嚴重的南門現場，被泥石流冲塌、夷為平地的樓房，形成長近5公里、寬200米的區域，羅家峪則形成約寬100米、長500米的區域。下游一些3、4層的樓房，多已成為危房，被水淹沒了一層，有3米多深，這些樓房地基不穩，被冲得東倒西歪，隨時有再倒塌的危險。

現場所見，屍體都停在馬路邊上，只用簡單白布或草蓆包裹，無人認領，記者沿路經過4處放屍點，分別擺放了27具、11具、5具、4具屍體，發出陣陣惡臭，蒼蠅橫飛。有找親人屍體的人掀開白布，屍體已發紫的頭髮、皮膚外露，情况相當恐怖。雖然有大批屍體停放路邊，但當局卻未向百姓派發口罩。

糧水緊張 災民外逃

暴雨泥石流致舟曲縣城斷水斷電，直至昨晚8時才有部分地區恢復供電。災民鄭女士說，由於斷水斷電，他們沒吃沒喝，一點青菜都沒有，只能用之前家裏積存下來的糧食過活，「有的吃就不錯了！」一些災民說，自己每天僅有一瓶飲用水，至於吃的，「自己只能吃一頓管一天」。在舟曲縣政府大樓前的小巷裏，唯一的兩口井前排起了長龍，但也不能滿足災民的用水需求。

斷水斷電亦致當地大量災民外逃，但在外打工的人則紛紛回來尋親，形成極大反差。聽說發生特大泥石流，在外工作的楊先生昨天匆匆趕回舟曲，他失去的不僅僅是房子，還有三哥一家三口：哥、嫂及十幾歲的侄子。可是哥哥一家還被埋著，具體在哪裏，他也不知道。昨夜，楊先生和周圍的許多人都露宿在外，晚餐僅是一碗即食麵。

官方數字﹕1148人失蹤

有當地災民昨接受有線電視    訪問時說，「上面一個8000多人的村莊被掩埋，恐怕只刨出了10個人。」消息暫時未能獲得證實。抗震救災領導小組組長、甘南藏族自治州委書記陳建華在晚上10時的新聞發布會上通報最新災情時只說，截至昨午2時，死亡人數上升至337，失蹤人數1148；據不完全統計，災情涉及2鄉鎮10個行政村，其中重災村6個；目前已有1242人獲救。對於死亡人數突增問題，陳建華表示，主要源於大規模發掘，加大搜救力度，以及對衝突進行協調（對於失蹤人數重新統計）所致。

記得過去嘅連續唔知幾多年，每年中國大陸都有幾百、幾千、幾萬年先一遇嘅「天災」。而某啲特定嘅地區，例如廣東省一帶嘅城市，就更加係每年都有地區性嘅小型天災（例如廣東省嘅城市每年一到雨季就好容易成日水浸）。

點解年年都咁唔好彩？一個中國，每年不停咁中百份、千份、萬份之一嘅機會？

我唔否認氣候改變係其中一個因素，但唔好忘記，中國已經超越美國變成現今全世界嘅最大碳排放國家。再加上無只境嘅大規模面子工程，好多時根本就 planning 不足、妄顧自然環境。三峽水壩同千島湖都係最好嘅例子。最初三峽工程建造嘅時候，啲大代就係咁吹話個工程點好、點勁，點樣可以抵受得注啲萬年先一遇嘅大水，但點知工程完咗、勞完民傷完財之後（當然亦唔少得自己友中間袋咗唔少），搞吓搞吓就要縮沙話只係萬年大水沖唔霖、千年大水頂得一陣，百年大水就唔會有嚴重破壞，而且仲要俾人揭發一啲有良心嘅水利工程司原來一早已經上書過無數次話三峽水壩嘅地點唔理想，但各方領導就一於事而不見、置之不理。最後大水真係要來嘅時候就一係上游大水下游旱、一係就上游洩洪下游浸，再唔係就齊齊PK浸餐飽。而千島湖就係將成個地區嘅峽谷浸晒，未被淹沒嘅山峰形成島嶼而成。試問咁樣妄顧自然環境，隨意強姦大自然，後果又點會唔嚴重？

I have no intention to defend the US for the BP disaster, as details dug up by the press have already revealed tons of gross negligence on both the government supervisory body and BP itself. But had the plans been done and the precautionary measures taken properly, damage would have been kept to a minimum. Coastal communities along the Gulf of Mexico, for example, have been increasingly affected by the successively stronger Gulf hurricanes, but even with Katrina (one of the costliest and most deadly Hurricane in US history), the death toll was in the 1800's, a far cry from the numbers you see in "natural" disasters in China.

The Three Gorges Dam has successfully controlled flooding along the Yangtze River.
It has nothing to do with 泥石流, which happened in Gansu province.

千岛湖 hydro project was built in 1959 in 浙江省, it has nothing to do with the Three Gorges Dam or 泥石流 in Gansu province.

In 廣東省, according to experts, the small flooding is probably due to inadequate drainage system and the effect of the garbage from the large number of constructions sites that affects the drainage system.

For Katrina, since the US population density is so small compared with that of China, of course there were fewer people affected.

My examples were merely mentioned to point out the blantant disregard for mother nature, and how sloppy the preparatory work was done, or how grossly politically motivated the construction projects are. Those are the common themes to these disasters to China.

The fact that you agree the mudslide is related to over-cutting, destruction of vegetation as protective coverings only further reinforces my points.
