引進統一銷售稅（HST）後民望一路插水的卑詩省長金寶爾（Gordon Campbell），繼本周初改組內閣後，周三晚上再發表22分鐘付費電視演說，派糖之心明顯，力圖挽回選民對卑詩自由黨政府信心。他宣布明年1月1日起，本省年收入7.2萬元或以下省民，個人入息稅下降15%，從而每年少繳稅款348元至616元。這是卑詩省史上第二大幅度減稅措施。   

金寶爾在演說中，首先談到HST爭議，但強調引進該稅對本省有非常重要經濟利益。

他周三說，2009年卑詩省選後，受全球金融海嘯衝擊，卑詩省稅收大受影響，省府亟需開源節流，以維持醫療和教育服務水平；他要求財政廳長韓仕新（Colin Hansen）研究因應方案。當時安省已跟聯邦政府談判在安省引進HST，因此卑詩省決定著手和渥京正式談判類似計劃。


年薪7.2萬 每年可省616元

金寶爾表明，兩大因素促成省府引進HST，包括渥太華同意讓卑詩省自行訂定HST稅率，以及卑詩省可獲16億元過渡撥款。他指本省HST稅率是12%，而安省是13%，且卑詩HST稅率屬全國最低的。

他重申HST對生活成本的影響受到誇大，因為80%貨品以前也繳5%GST及7%PST，所以稅率並無增加。另外，低收入人士和家庭，每年分四季總共可獲230元至920元的HST退稅。

金寶爾指出，省府須把握當時機會引進HST，沒有足夠時間諮詢民意，但省民明年9月可在公投中決定HST的命運。

他又強調，本省醫療服務開支，將於未來兩年由目前佔省府財政預算支出的46%，增至49%；而要維持這些重要服務，須有穩定和充裕稅源，因此，確保企業長遠的競爭力是非常重要的。

金寶爾說：「政府一直深信最好政策是，讓民眾口袋有錢按個人和家庭需要而使用。這有助刺激我們的經濟。」

他還表示，自己4兄弟姊妹出身單親家庭，靠母親一份秘書工作以維持生計，所以他瞭解低收入家庭的經濟困難。

金寶爾2001年上台執政，立刻宣布本省史上最大的個人入息稅減免幅度，高達25%。而今次再減稅15%，首年成本5.68億元，2013至2014年增至6.38億元。今年9月，韓仕新發表經濟報告指出，省府未來3年預期收入，較原估計多21億元。

省長表示，在新一輪減稅後，年收入4.5萬元省民的入息稅，比同等收入的安省或亞省居民少繳近千元。


提升4年級生讀寫數學能力

兒童學前學習也是金寶爾演說重點之一。他說，本省未來充滿機會，但目前五分之一的4年級學童面對學習障礙，省府致力未來5年，令所有4年級生擁有良好讀寫及數學能力。

他說，將在全省增設100個協助5歲以下兒童準備入學的StrongStart BC學前學習中心，令這些中心增至400個以上。   

另由下學年起，所有入讀幼稚園的5歲兒童可自願要接受評估，讓教育專家為1至4年級學生制訂符合個人需要的學習計劃。

Only union workers will welcome NDP. I was totally scared for Glen's time, it's way way worse than Campell right now.

Glen Clarke's NDP was definitely a crappy government, but they have been generous on the social services, and more importantly to probably a lot of us on LYK, the Glen Clark era was the time when he put a tuition freeze on post secondary education, and now those of us that went to colleges and universities are entering our prime years in the work force.

I still remember paying only $1400-ish a semester for university ($77 per credit!), and it would have been cheaper still had I went to College. At the same time, my friends in Ontario were paying $3400 or $3500-ish per semester for their university education.

Granted, I quite agree that the ultra-cheap tuition fees were somewhat harmful to the universities themselves as they could have used some extra money to better furnish their equipments and facilities. But still, be fair in your evaluation, especially when you have personally benefited tremendously from the ones being evaluated.

    Freezing University tuition fee sounds good but it can't work that way. It's in the expense of the future big increase.

Can you have salary freeze forever? Then why would our tuition fee frozen too??
