福島縣一名市長通過互聯網譴責政府要義工自己負責輸送物資，但大家害怕輻射不來，令當地彈盡糧絕。

位於福島第一核電站方圓20至30公里室內躲避區的福島縣南相馬市市長櫻井勝延，日前在視頻網站「YouTube」上以附註英語字幕的形式強調，「志願者和物資運輸都必須自己負責進入這裏（大家都害怕核輻射而不願來），市民們已處於彈盡糧絕的狀態」，以此直接向國際社會控訴日本政府發出的指示不合情理。

家在該市屋內躲避區內的個體戶中田建一郎策劃了這一行動。中田氣憤的說：「受災民眾不知應該留在當地，還是應該疏散。希望大家知道日本當前處於這一非人道的狀態。」

視頻中櫻井穿著防災服表示，東日本大地震引發的海嘯及核電站事故中「市民遭受了巨大災難」。

櫻井介紹目前困境稱，政府及東京電力公司未提供充足信息，而且人手及物資嚴重不足，屋內躲避區內有很多居民沒有交通工具。

另外，櫻井還指出直接進入當地採訪的媒體很少，大多是電話採訪，因此很難向外界傳達實際的艱苦處境。

面臨「核電站事故這一肉眼看不見的恐懼」，他呼籲各界向該市提供幫助和支持。

視頻於3月24日錄製，長約11分鐘。日本中央政府已於25日催促室內躲避區域的民眾自行疏散。

I totally cannot understand why Japanese government would ask the organizations and countries to transport the emergency supplies themselves?

Shouldn't the state take over the responsibilities in the situation of crisis?

I also cannot understand why the Japanese government has not stepped in and took over the control and direct the actions of dealing with the nuclear power plan crisis and still allow the 東電 continue to handle the crisis themselves.

The government announced it has became a national crisis but they are not taking on the responsibilities as the government of a nation.
