As a Native Hong Kong, I am closely watching the situation in the New Territories. I think 鄉議局 made a smart move, they saw the weakness in the government and laid down the bargaining chips on the table. Any strong HK government in the future will need the support of 鄉議局. Lau Wong Fat is getting too old, doesn't want to start ****. If the HK government keeps on implementing failed policies, 鄉議局 will definitely become a force in the future of the government.
I was back last year to take care of some land disputes in my village, some villagers were trespassing into my land. I called the cops 5 times on them, only the 5th time I settled the drama. Anything happens, the villagers' whole family come out to gang up on me. These Natives are not gonna be easy to handle. Any government want to step into N.T, must ask them first, you'll be surprised at their powers.

Its called indigenous rights, how come girls cannot get it? Are girls the heads of the household, does the women provide for their families in financial matters? When I was little, my grandfather and grandmother went to one of those village meetings, my grandmother was usually very vocal about family matters, once she start babbling, villagers tells her to STFU. She was about 70 at that time, and was considered an elder, but nobody gives a ****.
It's not a failed policy, the villagers made it extremely hard for the English to have control over them. They were exchanging building rights for development right in New Territories.
Think of the New Territories as a satellite state of Hong Kong, It acts out when they believe the government is inefficient. We are loyal to the motherland but will criticize and protest for self-interests.
