so long as your web accessible camera interface (supposedly hosted by some sort of server/service?) and bears a public IP address, then one cannot see why you cannot access it from HK.
(*based on locally avail security camera, those cheep ones you know...*) I've seen 2 types:
1. major brands such as logitech, etc. you must register (and pay) to use their publically accessible web portal in order to view your camera views...
2. some cheepie brands would either run your views off of their own server site (still pays) or you have to run your own.
For point 2 --latter part: almost 90%+ of home internet users, your ISP would only issue you DHCP IP address on the public side. This means that this public-facing IP address may change during DHCP lease/renewal.... There used to be (back some time ago, I used to be somewhat active in this regards) a way to register your otherwise DHCP'ed public IP address with ddns (aka "dynamic DNS") so that you do not lose that connectivity when your lease is up and your DHCP'ed IP address changes...
I have not used this service (ddns) for years now...price might have gone up a bit (still good though).
