i'm living this area, a neighbour hangs a plate near a post at the balcony
everytime the wind blows, the plate hits the post producing a noise which i can hear when i closed my window
now, its summer time, and windows are opened for cool air,
however, with the noise i cannot resist, i really have no idea how to get in sleep
this happened for a period of time
i also get health care workers talking to the owner who hangs the plate(more than 5 times)
it's still no use......is there anytime i can do
i need some help here. i love this area, because it has a grocery store close by, 7-11 and resturants

You can suggest to your neighbor that they wrap a piece of soft cloth or rubber on the post behind the plate. That's win-win situation - he can keep the plate and the plate won't produce so much noise when it hits the post.
I have a neibour who sometimes had party way past midnight. They would get drunk and gathered on the street. Kind of getting too scary to go out to check it out. They would shut very loud. I am lucky that this only happened once or twice in my one year stay there so far.
I did has the same situation before, my old neighbour put some big plastic on his balcony. In the windy days, it always always disturbed my sleep. Finally, I could not bear anymore, i typed a letter and told him that it disturbed my sleep. (I didn't tell him who am I, I just rented the basement beside his house). Luckily, he removed the plastic right away after that day.
Do you live in a townhouse? if so, you can tell the situation in the meeting.
If you live in a house, i don't know what can you do? anywhere you can complain?
Now, one of my current Filipinos neighbour also disturbs me too. I am living a townhouse.
First, he always always parks his car in front of his garage. Although, his garage can park 2 cars. He put so many things, so he can only park one car. He always park his car and I just live opposite to him. The driveway is too narrow, I cannot park the car to my garage when he parks his car on the driveway. I always has to ask him to drive his car away when I park or go out. This happens every week!
Another Problem, every week, he has soooo much garbage. Suppose, we can only allowed 2 garbage bin size of garbage every week and all garbage has to be put into the garbage bin. He has only one garbage bin, and he always put the garbage outside the bin, and birds always likes to come and check out the garbage, makes the driveway so dirty. and sometimes, if he has more garbage, he just put some garbage on top of my garbage bin. I saw him doing that at night. That's make me soooo angry. He makes my garbage bin and driveway soo dirty.
Third Problem, my son's room is opposite to his balcony. At night, his family is sooo noisy with the windows opened. his family is big with lot of kids and they don't zzz until midnight. Sometimes, that stupid guys even talk on the phone so loud on his balcony even it is 11. I always has to let my son sleep in my room until they sleep. If not, my son cannot fall into sleep.
I will go to the meeting next time and complain to the manager!

i live in residental houses.......
i searched my neigbour's phone number and write a complain to coastal health buidling
and i put my complain about it, i didn't state i did this, i only state that ppl in this area complain about the plate
should i write a letter the owner?
the plate is still on. that plate is aluminium foil plate for baking
