Alberta produces a lot of oil, we don't need to buy. Why do they overcharge the passengers?

so i am wondering... if we go on and buy the faresaver tickets for 18 now... then later on when the "new system" comes out do we have to pay the difference?

I think we can still use the faresavers that we still have for the first few months or so until you run out. That's what I did last time when they increased the fares. I was able to use it without paying the difference. Good that the price for monthly passes didn't change by that much.

The question is, should I stock up on fare-savers
