Yes, we need this feature.
We do not know when a bad member trying to mass PMs or doing mass advertising to our members.

Flood control is a double edge sword. PM spammers is harder for mods to spot, so I think it's kind of hard to compromise.

I looked in the group permission thing;

and there doesn't seem to be a setting that differentiates flood control and group
