if u visit dip 23, the most talkative cook is the owner of sweet 23 which is now folded.
never really love sweet 23 thou i'm fond of dessert. but Dip 23 is really not bad. taste, ambience, comfort, food presentation, n' most important, VALUE. esp when u compare it with other HK steak housesss.
